EN 13850 and EN 14534 – What do they stand for?

Increasing competition for postal operators is leading to a growing understanding of quality among postal service providers and customers. Today, many tenders already include requirements for proof of Service-Quality provided by the postal service provider. Since, unlike parcels, it is not possible to track standard letter items all the way to the recipient, statistical methods based on the EN 13850 and EN 14534 standards are used for evaluation. A suitable form for this are the transit time measurements.

Since postal providers are part of the universal service, standards are being developed at a European level for the conduction of transit time measurements. A distinction is made between EN 13850 and EN 14534. The first one (in Germany DIN EN 13850) describes the procedure for measuring individual priority mail items and the second standard (in Germany DIN EN 14534) describes the procedure for bulk mail items.

Among other criteria, EN 13850 and EN 1453 describe critical factors for setting up a measurement system like measurement design, setting up a panel of test receivers, statistical procedures for calculating and evaluating the measurement results.
